Before coming to AGTS, he served as a U.S. Missionary focused on Leadership Development for the Assemblies of God under the division of Church Planting and Development. He was an Adjunct Professor for Trinity Bible College and travelled overseas to teach in Bible colleges and institutes. He worked as a professional grant reviewer for the U.S. Department of Health and Human Services as well as providing leadership as a board member for different non-profit corporations.

Dr. Shipley is an ordained AG minister with more than 25 years of experience as a lead pastor, presbyter, administrator and missionary. He is passionate about helping others pursue the call of God on their lives so that they can become effective Pentecostal leaders.
